Under SB 9, all but a handful of extremely remote places in California will escape the “urban” sprawl allowed by this bill. The same is true of SB 10, which exempts only a handful of small villages from reckless upzoning.

SB 9 allows 4-unit to 6-unit housing projects where one home stands today. In the worst fire zones. With no new fire hardening or new evacuation routes. And NO defensible space required around these homes. Just a 4-foot setback! How is this a good idea?
Equally wrong-headed, SB 10 allows all city councils to approve 14-unit market rate housing in every neighborhood in every city, suburb or tiny “cluster” area of more than 2,500 people.
In other words, “14-unit market rate housing almost everywhere.”
Testifying before the Assembly Local Government Committee on June 30, SB 10’s author state Sen. Scott Wiener insisted: “A community will not be affected as long as they are not in a sprawl area.”
This is not a true statement. All but a handful of extremely remote places in California will escape SB 10’s authority to build apartments without an environmental review of the damage potential to the environment and to people. SB 9 and SB 10 are the very definition of sprawl..
